Apocalypse After watching LOGAN I think I realized why Xavier formed the X-Men

So I was thinking about Hank's theory on time after seeing Logan. It got me wondering if Apocalypse was playing with that idea. Because at the end of that movie the power of mutants became a political topic of controversy like in X1. Along with Charles and Erik having the same conversation they had in X1, which I don't think is just a call back.

I've read in an interview with Singer prior to the film's release saying that he wanted to show that Xavier was blindly optimistic and how he changes.

It seems to me that the reason why he changes his mind about teaching his students how to fight is because he realizes that Jean's "dreams" are not just dreams after meeting Apocalypse who was in her vision. Hence why he says "Oh my god" when he saw him. In addition to knowing the events of X3, he is now considering Hank's theory and decides to prepare for the worst.

Yeah. Mind you, "THIS" Xavier has the heavy and painful memories of the previous timeline. Jean's dreams are the second reason. Apocalypse is the third reason and the controversy surrounding mutants is the fourth reason. He's now much less naive and optimistic than before. The X-Men seem the right option to prepare for the worst and help mutants in the world. It's a war. If "Logan" is a standalone universe, now we know he was right -------> the 2023 happy future.
 
Where is what Singer said back in January of 2016.

It’s not leading necessarily toward exactly where we found Patrick Stewart and the X-Men at the beginning of X-Men 1. There are some things that lead in that general direction, that was part of the philosophy we had at the end of Days of Future Past is that you can’t fully change the course or current of the river, but you can just divert it a little bit, and we diverted it a little bit. So some things will be surprises; people could die that were alive in X-Men 1, 2 and 3, or people could survive that died during 1, 2 and 3.
