Originally yes the decpeticons were built for war and the autobots were laborers. The autobots have been playing catch up since Prime was remade.
In the original the Deceps were all types of more advanced. Autobots were just the menial labor of Cybertron. ALL Decepticons could fly. Autobots needed jetpacks or could just jump really high. Jetfire was the first (on Earth anyway). No Autobot could mass-shift (until Blaster), several Decepticons could (Soundwave, Megatron, etc.). So on and so forth.
Don't forget about Perceptor. Actually, I don't remember who came out first...but they came out around the same time.

Yeah. From my POV they were part of the "second wave" of Transformers that included Blaster, his minions, and a bunch of other useless minibots (Seaspray?) right before the movie came out. I can't remember a single TF that I liked in those releases. The Triple Changers maybe? Those were cool... but, I don't remember if they come out before or after the movie. I was losing interest at that point.
This is one of the things I am worried about with this film. OMG!! Yes I dont completly kiss Transformers ass. It seems all the Decepticons due to them being military vehicles with the exception of Frenzy are quite big. Thats why I think in terms of Melee fighting the bot battles will be strange. I mean only BB, Jazz and Barricade are around the same size and Prime and Megs of course are close to the same size as well but SS, Brawl, Bonecrusher, and Blackout are massive compared to the remaining 2 autobots Ratchet and Ironhide. Well not really but there pretty damn tall compared to them. So that means that It would be like a 5ft guy vs a 7ft guy in some of the bot fights.
