They don't have to be big and bulky to be scary, but it all depends on what models of terminators they're going to use in the movie.
The T-800 series were big & bulky because they had to put living flesh and blood over a metal endoskeleton. The mechanics of the endoskeleton required that the terminators be big (they weren't just metal skeletons, remember, they were robots with lots of moving parts that needed to be covered up).
The T-1000 was made of liquid metal, so he didn't need to be huge. He had no endoskeleton to cover up. The T-X from the 3rd movie was kind of a combination of the two. However they also required a slightly greater suspension of disbelief on the behalf of the audience than the original (I mean how the heck is liquid metal supposed to maintain a humanoid shape, or appear human at all?)
So if the movie is going to be Humans vs T-800s, then yes they should get big hulking muscular actors to portray them. If the story is going to be a reprogrammed T-800 vs newer terminators, then it can go either way. The newer terminators might not be made with newer materials like the T-1000 or T-X, but the endoskeletons are made to be stronger, faster, and more durable, but the moving parts still require to take up the same amount of space (the T-900, more advanced than the T-800, but less advanced than the T-1000 or T-X).
It all just depends on how the script is written.
