The Flash 'Arrow' casts 'Spartacus' actor as Captain Boomerang

I'd 'guess' that in the crossover event Captain Boomerang comes in contact with Captain Cold ... and then he moves to Flash as part of the Rogues.

Just using 'Arrow' to introduce a back story IMO.
