Dr. Evil you cannot really cut out. He's a main character. But you can make him maybe not the main villain.

The question is could they bring back Beyoncé? She’s a much bigger star than she was when Goldmember came out and she’s probably got more important things to do than go back to a franchise that hasn’t really been relevant for 15 years.Should they bring back Beyonce?

It’s curious that Myers has reprised Dr. Evil a few times but not Austin Powers. I wonder if the makeup for Evil is easier to hide his age than with Powers which is why he hasn’t redone that character in any recent sketch.
He can always use CGI to de-age and body doubles (as needed) for Austin Powers.
I would think the opposite due to the Austin wig and glasses. Yes, there's the social commentary, but I think there's more of a challenge with Dr Evil who usually had the more meaty character work of the two. All good points. Dr. Evil arguably had the funnier lines in the series.
