Well, yeah, of course they only thought of this recently and are trying to use it to cover up the fact that they had no idea what to do with Cass last year. 'Tis a retcon.
Doesn't mean that it doesn't make sense, though. Cass didn't implement the plan until Darkseid -- "the person who killed the goddamn batman" -- was long gone. She stuck around in Gotham well into Battle for the Cowl and didn't leave until everything was settled down.
As for why leave at all, well, Steph can't really let herself be Batgirl if Cass's shadow is standing over her shoulders all the time. People compare her unfavorably enough to Cass as it is. Can you imagine Wally trying to be the Flash while Barry is around? Oh yeah, we know how well that's working out for Wally.
It makes Steph look bad that she doesn't seem to be concerned about her Cass's well-being after all this time, but it frankly makes Cass look awesome for making that kind of sacrifice to help her best friend.
