Well...I mean, it's not like there isn't a precedent for it. How many villains actually got their due in City, really? Two-Face was basically a cameo, though Catwoman's challenge room battle with him and his goons was okay. Hush was a cameo in City, too. I wasn't expecting much from most of the others. Strange was the one I feel confident in saying was screwed over because he was set up, from the beginning and through the marketing, as a big bad for the game. And...he went out with a whimper.
Most games sidequests are like that, though. The only game I can think of that has made me feel playing a sidequest almost felt like it was treated like a main quest was The Witcher 3. It's not an excuse, but I can't say I've felt letdown, so far, from the sidequests because I wasn't expecting alot of meat to most of it. Maybe if Arkham Knight were an RPG, I might have a problem with it, since the hours you should clock in on those is supposed to be closer to 100, if not over it.
