It's left ambiguous. Many people will try to say definitely that he lives but ultimately the best part of the movie is that it is loosely connected to BTAS continuity and so can be taken as an extension of BTAs or standalone.

Sometimes when I watch the film I think it did happen, and others didn't, depending on which I think best serve the meaning of the film as well as how I wish for it to connect to the wider DCAU.

it was left open, but the Joker kept appearing in the regular BTAS series and there was a comic book that showed his survival. And the Joker killed by a one-shot villain? Nooo!
