I'm not sure exactly what the best would be, but I think Tears in the Rain from Blade Runner is up in there somewhere

Arguably the two best portrayals of Satan on the big screen. Both of those scenes are incredibly well written. To the point where they're disturbing to watch.

I love that one too, and (creepily enough) I was going to mention it, but then I realised it's not really a monologue.
