I concur,

got a feeling poor Hoeks won't be living through that standoff with officer K though. She doesn't seem overtly villainous in a way.

Probably just a henchwoman replicant. I doubt there's much more to it. And yeah, I have the same feeling she will die in that encounter from the trailer.
