I know Red Guardian is like the Russian equivalent to Cap. There are other characters that are kinda klike the representative of their country like Sabra and Captain Britain.

The only place that definitely had different versions of Captain America is the Ultimateverse, more specifically the "Captain" project which had people using special suits to augment and give them powers instead of the super soldier serum. To me it's more like the Captain Britain Corps from regular Marvel Universe, though.

BTW, I don't know if you've been keeping up with Ultimates (apparently not) but Ultimate Thor is possibly Norway's supersoldier. He's powered by a harness (glow-y chest thing) and the hammer is also supposed to be technological.
