Actually, it was peter, pretty obvious too. Just a way of showing how he feels responsible for what he thinks is his brother's death, seeing his scarred brother looking back at him through a mirror.
This kind of literary effect has been going on for about 400 years, in stories as long as I can remember. Has nothing to do with Nathan having new powers or anything, just his self loathing for letting his brother "die".
