Yep, that thread about covers it. DCU heroes wouldn't stand for it, the older ones would retire rather than surrender themselves to that kind of corruption, and the newer ones would just go on the run and violate the law like they're already doing anyway.

Well that thread is kinda old, I suppose. It's always possible people could have newer thoughts.

Something that the thread doesn't cover: according to Grant Morrison's Seven Soldiers -- which is very solidly in-continuity now, considering Final Crisis -- metahumans are actually already registered, in the DCU. And then there's this, which I could never find the source for, but suspect is also something from Morrison, somewhere.

Showing that it's entirely possible to have a practical, beneficial "registration." It's entirely possible for the government to work alongside metahumans to have a system that doesn't come out like the most obtrusive, confrontational, ostracizing piece of legislature anyone can imagine. Marvel just very intentionally didn't do that. They very intentionally went the other way.

Checkmate is a good example of Superhumans and government working together, IMO.

Yeah, but that's on a much smaller scale than the post-CW Marvel universe. Checkmate is basically what SHIELD was before Civil War--they hand-picked specific superhuman agents to work within their organization. If they had to balloon up to police the entire world's superhuman population, I'm sure they'd end up with the same sorts of problems SHIELD and the CSA have now.
