On the assumption that there will be a Transformers sequel (if the first movie does well next month), then obviously they will have to make the movie bigger, louder and better. I can't see how just introducing some new Decepticons and Autobots will do this - it will just be more of the same. That's why I would be psyched to see Devastator or any of the other supersized robots in the sequel (aerialcons, predacons, whoever!). They need something massive which will strike awe and terrify even the normal Transformers - never mind us humans - and Devastator is the perfect character to do that. It would also provide a superb opportunity for Michael Bay to indulge in more of his favourite pastime - destruction on a huge scale - without resorting to the usual explosions/ alien attack / etc. When was the last time we saw a phsyically MASSIVE, skyscraper-size villain tearing up a City like LA? They tried it in the Godzilla movie but really held themselves back too much, and King Kong didn't really go down that route.
My only gripe would be the technical side of things - how they actually combine. Obviously the comics and cartoons can get away with these robots floating together and merging, with guns, etc appearing out of thin air (much like Prime's trailer in a lot of the cartoons) - as the new film is obviously taking a realism angle, they would have to invest a lot of thought into the merging process.
Personally I would find it best if they merged together while still in vehicle mode on the ground, and then transformed into Devastator, rising to full height whilst certain mechanical parts are still transforming. This method could also introduce a certain Achilles Heel for the near indestructible robot, as it could be vulnerable while merging together.
In the comics the weak points of Devastator was always that there were essentially five separate minds controlling one body - I don't think this would work in a modern film. We have to assume that given the level of technology that Transformers have, some program would override their individual personalities and allow Devastator to think as one.
On that note, I think Unicron would thus be best saved for a third film - again, bigger and better and perhaps a fitting end to a Transformers trilogy as he is essentially the 'ultimate' villain in the Transformers Universe.
