There's really nothing to enforce, it's all voluntary if I'm not mistaken with no ramifications if they fail with their goals. So you can expect the companies to back out or amend their pledge the moment it starts to become too inconvenient or costly for them to police.. which it will because of the sheer volume of users & their posts.

If someone did that sort of a gesture in the sort of situation you'd expect them to wave, I'd brush it off thinking to myself that they'd got caught in two minds as to how exactly they wanted to wave.. however, Musk made the gesture, then turned around & did the same thing again. Which then confirms that he meant to make that gesture, exactly the way it was presented.. & we all know what the gesture represents.
