I personally think his neck is white, and that it is indeed shade. I can't help but wonder why he would just paint his face and not his neck, assuming he did so himself in the first place.

Someone posted it earlier. I just quoted it because I was suprised that the person who originally posted it was actually saying that realistically, the Joker must have long shaggy hair because neat slicked back hair would be inconvinient for running away from "The" Batman.
