For the League thing, I agree it was a ham-fisted "Girl power" moment from the weakest lingbof the episode but didn't the sisters hint or say there were hundreds of members. Maybe wee will see them more and more as time goes on.
The other parts had me heavily invested, I am loving how everything build up and was connected to each other. While how Gordon saved the victims felt slightly just placed there, this was an overall great episode and easily one of my favorites. From Bruce and Selina to Crane and Tetch''s long-Halloween-esque "Mr.Crane"/"Mr.Tetch" to Jerome and his uncle to Jim and Harvey dealing with the ramifications of Jim''s action and how they have to move forward with the lie (it feels like the way they mention it, it's going play heavily during the last few episodes of the season). I do love how each plot and subplot was connected to each other and allowed the story to seamlessly move forward. It was a 8 out of 10 for me.
