Aren't you getting your colors mixed up? The Grey Hulk wasn't more savage then the green Hulk, he was smarter and more cunning. None of the Hulks are more savage then the green Hulks, heck the green hulk is even called the "Savage Hulk."

And Green Hulk never held back when he was fighting, when he got pissed he let it all out.

Not too sure about that, I've never heard about the Grey Hulk being more of a beast than the Savage Hulk.

To try and rectify that thought: the issue isn't that the Gray Hulk is more savage, it's that he's more methodical in his stratagem. The Savage Hulk smashes things and asks questions later. What transpires of that isn't completely his fault. That's part of what makes his character so tragic. The Gray Hulk knows exactly what he's doing, which makes events such as the semi-permanent scarring of the Abomination a bit vicious on his part.

Basically, until World War Hulk, the Savage Hulk has always been just a "smash & bash" type of guy. Correct?

Basically. It's led to a a few nonsensical plot twists where he's alienated/ destroyed forces that would ally with or befriend him, but for the most part the intention is to show that he's just a really angry individual. At heart, he's the hero that the fans know him to be. The Gray Hulk's the antithesis of that- early on, he was the original Hulk incarnation; now, he's essentially an angsty teenager in the Hulk's body but with a lessened capacity to grow in strength.

As of recent events, people have gotten to calling this new version the Gravage Hulk or just PH/WWH Hulk. But he still has that urge to smash like his less-intelligent incarnation.
