Happy Birthday Scooby Doo

Does anyone remember this Scrappy Doo episode. I noticed many people hate this episode.

Scrappy goes to catch the bad guy for ruining Scooby's birthday, and pulls out Fred, in whose briefcase are red screws. Scrappy adds up the clues on his wrist computer, which he accused Fred for being the bad guy. The officer tries to arrest Fred, but he escapes. Later Fred was already in custody and what made this episode really lame none of Freds friends like Daphne & Velma supported that he was innocent and just wanted the officer to arrest him. Later they find out the real bad guy was the butler and not Fred. They didn't even apologize for accusing Fred.
