I'm an aspiring writer as well who's trying to break in and all i can say is hold on to your ideas dude. I've got ideas for both marvel and DC but i realize that i'll have to prove myself elsewhere first. I wouldn't recommend sending a letter because who knows, some *****ebag at the DC mailroom may read your ideas and steal them. Especially since DC doesnt officially take submissions like Image or other independent companies do. I know its a little cynical but trust me, keep your ideas to yourself for now and try go independent first with an original idea. If your good, Marvel or DC will take notice in a few years. Thats how most of the biggest writers break in, they start small and work upwards. Of course some people like Stracysnki and Whedon cheat and start with tv first then move to comics but hey it is what it is.
It may cost you a little money, but you can go on craigslist and put up a wanted ad in your area for an artist who's willing to illustrate your script. You'd be surprised how many hits you'll get.
