I did read that, but it never actually says the mayor gives him the key to the city. It just says it in the title (maybe a general take on the whole concept of Spider-Man Day), which is weird.

Anyone who takes the law into their own hands is a vigilante. Superman is technically a vigilante, because he's out there trying to bust up criminals despite the fact that he's not legally charged with the agility to seek out crime and arrest people and whatnot. Hell, there was a whole plot arc on "Lois & Clark" about how the local D.A. wanted to kick his ass for that.
