It's still Ben Willis, and he's now a ghost and can only be killed with the hook from the first film that somehow ended up on Ebay, and instead of sending letters he sends text messages.
It plays out like a mystery as to who the killer is for the bulk of the film until revealing the text messaging ghost version of Ben Willis did it, now played by a different actor.
