The thing is DC probably thinks that once she starts to get over her anxiety(not completely but just enough), there would be nothing special about her anymore. Same thing happened to Kyle, once he stopped being the rookie who was trying to fill Hal's shoes, and proved he was a great hero in his own right that could hang with the big boys in the Justice League, there was nothing that made him stand out anymore. His journey was complete, now he was just another Green Lantern. The same thing would eventually happen to Jessica, because she can not be defined by her anxiety forever and it seems like DC generally doesn't have a real long-term plan whenever they decide to bring in more legacy characters.
We'll have to disagree on Kyle. He's been my favorite DC character for years because I can always count on his stories to never be boring. It's true that Ron Marz created him to initially have a Peter Parker-type of personality and journey where he was an normal 20-something guy who learned to bear the responsibility of being a hero. Yet from there he went through several equally as awesome stories where he became the deity-like Ion, re-lit the CPB, helped reformed the GotU, discovers Parallax and helps restore Hal and the Corps. I'd argue that his journey to equal footing with other JL members wasn't the end of his story, but rather the jumping off point to him becoming the "Torchbearer." Even in his most recent big story event in Hal Jordan and the GLC #17, Ganthet reaffirmed Kyle's unique qualities as and Jordan admitted that there were things that Kyle can do that Hal can't. This is the kind of development that Jessica needs.
Simon has fared better in the Green Lanterns title than Jessica. He's been revealed to have the unique ability of emerald sight and he recently gave up the use of his sidearm after Batman convinced Simon that he was hindering himself as a hero by holding on to his pre-GL ways of thinking. This is the kind of thing that Jessica needs to come off as less of a sidekick. If it were up to me, I'd put the character in Teen Titans for awhile so that characters of a similar station in life might help draw out and flesh out her heroic nature. Regardless, something needs to happen to shake up her character.
