Are small films with a good ROI not really blockbusters? Similarly, is an expensive film that loses a small amount of money or a small film that loses most of its money not really a bomb?

These days the hyperbole says yes. A movie that does slightly under an expected number bombs and a movie that does a decent but not great return is a blockbuster.

The definition of the term 'Blockbuster'....

A blockbuster is a Hollywood movie that's made with a large budget and big stars. A true blockbuster is extremely popular and brings in a lot of money.
