Because it seems like he's writing the biggest episodes of the season. Zod, Reunion, and now Justice. I know, I wouldnt mind if he was going to be the show runner, hes a great writer. And a Buffy/Angel alum, at that. Not to mention that he wrote one of my favorite Smallville episodes EVER: Splinter.
 
... and his contract is up at the end of this season and he says he most likely wont be returning for a seventh.

I'm not sure that I would call Reunion a big episode, but the writers are usually given episodes that follow on from other episodes that they have written.

Souders and Peterson were given Reckoning last year and Vessel.
Slavkin and Swimmer were given Commencement and Arrival.

According to DeKnight, its just whoever Gough and Millar feel should write the episode.

I might also add to that, that Gough and Millar know which writers write which characters well. Lets keep our fingers crossed that DeKnight got Justice because he wrote heroic Clark so well in Zod.
