Lex doesn't even need to fool the public or the government. Look how many people actually support Donald Trump given all the things he said. I want to see the public and politicians knowingly side with Lex. I think that's more interesting and disturbing.

I just re-read Azzarello and Bermejo's "Luthor" (along with their "Joker"), and I would have really liked it if BvS drew some of their Luthor inspiration from it.

Well, it's a roughly evenly divided electorate politically. So following that rubric perhaps half the population would tend to have an antagonistic or suspicious view of Superman as an alien. So what you say makes sense, in that with those sorts of numbers many politicians would capitalize and be eager to let the voters know they will "protect" them from the threat he poses.

It will be interesting to see how it all gets spun in the movie. Remember the very first teaser trailer with the talking heads in the background at the beginning? The media scrutiny that the Black Zero event would generate would be all-consuming and relentless.
