Just because it's taking time, doesn't mean everyone won't get the email. Some people may just get it later than others due to technical difficulties or other errors being experienced. I'm pretty sure everyone will get one eventually. With the emails, it seems for all the viral sites that there has been a temporary problem and suddenly the mail is flooding in.
Maybe somehow we are expected to be personnel now, maybe we missed something that would indicate we are, or maybe we were set up to hack into the system and receive the same emails as personnel get. Anything is possible concerning this. It seems legitimate and obviously indicates something to keep in mind

Agreed. We can even call it an accident, like, Gordon left his glasses at home and chose the wrong group to e-mail this. Or maybe he is really considering us informers and thus part of the MCU personnel. Just use your imagination.

The only thing about this email that really stands out to me is:
"keep a lookout for anything out of the ordinary that may signal a money laundering scheme. Overheard conversations, suspicions of stores you frequent, etc."

Most of it seems pretty straightforward, they've been working on the issue of money laundering operations, people are being told to keep their eyes open for anything suspicious and report it if they feel it's significant.
I point out the portion of the email that I have because MAYBE it's signifying WE particularly keep a watch on stores and conversations.
Maybe it's important to think about places like Betty's house of pies, and consider any conversations we may be able to keep track of... such as those found in emails, or phone messages.
This could be a primary focus, and it wouldn't hurt to look into with what we have - and with anything we may receive in the next little while

I have no idea why one got it and the other didn't (I'm guessing some are just delayed...?)
