Plot summary of the mini-series.
In Tokyo, Nemesis kidnapps the Police Inspector and leaves clues that lead his men to a building. However, it is trap, and Nemesis detonates a series of explosives that destroy the building, killing all inside. After taunting the Inspector for failing to save his men, Nemesis allows him to be run over by an incoming train and explodes the tracks, derailing the train and increasing the death toll. He then announces that his next target is in America.
In Washington, D.C., the Chief of Police, Blake Morrow, captures a group of robbers who have invaded a supermarket and taken its customers as hostages. He is then approached by the FBI and informed that Nemesis has selected him as his next target. In Nemesis' card, Morrow reads the message "Flatline still counts" and learns that Nemesis plans to kill him on May 2th.
Meanwhile, Nemesis and his men hijack the Air Force One and kidnapp the President of the United States of America. Nemesis allows the plane to crash-land in the center of Washington, killing hundreds, and invades a local TV station, using the Emergency Broadcast Signal to announce that soon both the President and Morrow will be dead.
While the CIA searches for the President, Morrow and his assistant, Sargent Stuart Lee, interrogate Robert Anderson, the CEO of Anderson Industries, a eletronics corporation. He reveals that Nemesis is his nephew, Matthew Anderson. Years before, Morrow found out that Matthew's parents ran a secret club in which they and their rich friends hunted runaway kids as animals for sport. He exposed them, and Matthew's father commited suicide in order to avoid prison, while his mother made Matthew swear he'd avenge them by destroying Morrow's life before being sent to the eletric chair.
Robert became Matthew's legal guardian, but Matthew ran away upon turning 17 and travelled the world, studying it's greatest criminal. He became a crime lord in Asia before returning to America and using his resources to become Nemesis, eliminating countless policemen as "training" to attack Morrow.
Morrow and Lee return to the CIA's headquarters, only to discover that Nemesis has murdered everyone inside it with poisonous gas and leaked the Pentagon's secret in the Internet. He escapes in his car, pursued by the FBI and, along the way, steals a heart transplant intented for a dying child, just for fun. However, this turns out to be a ruse set up by Morrow, who hid a tracking beacon in the heart. Nemesis is ambushed and capture.
In prison, Nemesis escapes with the help of his men, who have infiltrated the compound, and, after killing all the guards, releases the 92 most dangerous inmates in the streets. He then kidnapps Morrow's children and forces him to expose his three greatest secrets in exchange for them. Morrow announces to the world that he's a workaholic, and, because of this, his wife Peggy had an affair. In addition to this, his son is gay and his daughter had an abortion. Morrow's children are returned, but Morrow finds out Nemesis impregnated his daughter with his son's semen and rigged her womb to collapse, ruining her chances of ever having children, if she had an abortion. Peggy blames Morrow and leaves him.
Lee captures of one Nemesis' men and finds out Nemesis' headquarters is at Robert Anderson's state. Convinced that Nemesis is impersonating his uncle, Morrow raids Robert's mansion, only to find Robert dead. Nemesis detonates a series of explosives, killing Morrow's men, and captures him.
Morrow awakens at the White House, in the Oval Office, next to the President and his wife, who have been kidnapped and forced to wear explosive vests. Nemesis and Lee appear, and Nemesis reveals that Lee was working for him the entire time. Nemesis then kills him, and reveals that he's not Matthew Anderson. The real Matthew died in Asia shortly after running away. Nemesis is just a bored billionaire who loves killing people.
He forces Morrow to choose between shooting Peggy or the President, or he'll detonate both vests. Before Morrow chooses, the President sacrifices himself and tackles Nemesis, who detonates his vest. However, Nemesis is caught in the blast, allowing Morrow to tackle him. After a violent fistfight, Nemesis shoots Morrow in the chest, while Morrow shoots Nemesis in the head, killing him. Morrow is rushed to the hospital, but briefly flatlines before being revived by the medics (Meaning that Nemesis did kill him on May 2th - "Flatline still counts").
Three months later, Morrow and his family have entered the Witness Protection Program and are vacationing in Hawaii. Morrow's daughter has had her brother's triplets. One day, Morrow receives a bottle of champaigne with a letter from the head of an organization that funds Nemesis and other bored billionaires. The letter reveals that supervillain's are the "flavor of the month" for his clients, and that Nemesis is the first of many more to come. When Morrow asks for the men who gave the waiter the champaigne, the waiter reveals that the bottle and the letter were left for Morrow 75 years before.
Meanwhile, Morrow and his family are watched from afar by a mysterious man, his face hidden by the shadows. He smiles.
