Neither
Steam is a digital store, owned by Valve, where you can buy digital copies of games.
There are other online stores like Direct2Drive, Gamersgate, GOG, Gamesplanet, Impulse....but none is more used or loved as Steam.
Outside online stores, there is also the published own stores like EA, Ubisoft and THQ

95% of games that come on the PC come out on Steam too, and then there are the deals.....and they are the best thing ever.
