Despite how people recognize X-Men and Wolverine, it's only a second tier comic book franchise. It's slowly reaching the likes of Spider-Man and Batman (popularity-wise), but there's something quite mature, complex, and obscure about the X-Men universe that makes it harder to bring to a wide audience.

Also, take into account that the general public has only been widely introduced to X-Men just in the last 20 years and Spider-Man/Batman/Superman have been global icons since the 70's, so, it'll never make the kind of money that completely takes other previous box office giants by the storm the way Spider-Man and TDK has.
