John Jones/JJ'onn J'onzz/Martian Manhunter is a character that deserves a solid adaptation - unfortunately, the Phil Morris incarnation on Smallville is probably the only one we'll get. So this is how I'd tell the Martian Manhunter story in a series.
It will be a scripted series. Sixty pages per episode, no act breaks, ala a cable series. And it's not a traditional adaptation either. Think of it like The X-Files meets Batman meets Mad Men.
As per the traditional story, green-skinned alien humanoid JJ'onn J'onzz watches his homeworld, Mars, be decimated thanks to a telepathic virus unleashed by Ma'alefa'ak, his evil twin brother. Wracked with despair, he was removed from his homeworld...
...via an experimental teleportation beam constructed by Earth-bound genius, Doctor Erdel, in the 1940s. The shock of the encounter, which brought JJ'onn J'onzz through time, left him stranded on Earth, away from the burning cinders of his home.
The Earth he has arrived in isn't ideal. The planet is on the verge of the Cold War. McCarthyism has begun. The Holocaust has just ended. Through the eyes of a Martian outsider, we get glimpses into the faults of the human race - as JJ'onn takes on the identity of John Jones, a cop killed in the line of duty, in order to help our planet, one crime at a time.
The series would be a kind of paranormal film noir, visually (well, written) similar to Mad Men, but dealing with heavier themes. The faults of human nature at the forefront. How are we capable of the Holocaust and similar atrocities? Racism, sexism, and our darkest urges are brought to the forefront. JJ'onn is a perfect vehicle for exploring these themes.
At the same time, enemies from the comics will make their appearances: B'enn B'urnzz, Bette Noir, The Human Flame, Kanto, Mongul, VULTURE... But so will other Golden Age characters, like the Justice Society of America - Doctor Fate, Green Lantern, The Sandman, the original Flash... Continuity will be mostly adhered to, but like Smallville, I can twist things a little if I so wish.
