For surfing: I'd say one is Airborne! That movie cracks me up with an early Jack Black appearance. Another is Surf Ninjas...nothing is more classic than 2 Asian princes and one Rob Schneider saving the day!

Concering the ocean, all I can think is Le Grand Bleu with Jean Reno. That movie is weird, but atmospheric!
