I don't know. If you take out Ms. Marvel's energy powers, she can still fly. Flight is kind of an enormous advantage over someone who can only schlep around on foot. Jen's stronger, but Carol's a whole lot more maneuverable, and I don't think their strength difference is that large. I'd say Ms. Marvel, even though I hate her and I actually enjoy reading She-Hulk's comics.
