Another reason Kelvin moving in would be beneficial for me is that, well to get personal I was live in UK for a few years and I still occasional go on vacation (I have some relatives there and I also I've been to an autism center in West Midlands which I helped out at in 2012 as a volunteer mentor) so if my parents and I do take another trip there this summer, it'd would be beneficial to have Kelvin watch our house while we're away.

How is it that Kelvin is capable enough (in your eyes) to watch a house, but not capable enough to get a job?

I'm open to anyone's advice provided that it's not based on assumption. Saying that taking in an unemployed person is a bad idea because it would be a financial burden on my parents is understandable but non-applicable in this case seeing as both my parents have a source of income, but it's a valid point notwithstanding.

Saying that this would be a bad idea because Kelvin may be a serial killer or something based on gumption rather than fact, is not a valid point. If you assume everyone is a serial killer then not only do you throw logic out with the bathwater, but you pretty much are saying that you would never pick up a hitchhiker for the same reason, which is hypocritical in and of itself but that's neither here nor there.

There is still a distinct possibility that, if Kelvin doesn't agree to my TOS I will say "Sorry, Kelvin. I would like to help you in your time of need but I need your cooperation and your word that you'll agree to a few conditions before you may live here" I am not a doormat, Kelvin is not going to be a king in my household, he will be a guest who will be taken care of and have his wants fulfilled but there will be conditions that he has to abide by. That, again, is up to him to decide.

I don't think you understand what it means to be a houseguest.

Inviting someone into your home because their needs will not be fulfilled otherwise is one thing.

Well I'm happy for your parents that taking care of 2 man-children will be no burden on them, I guess that settles that. And your god damn right I'm not going to pick up a hitchhiker, google the highway of tears if you want to find out why. That's not being a hypocrite that is being pragmatic. Yes some have joked that he is a serial killer and you are correct that this is indeed an unlikely scenario. But you know what isn't an unlikely scenario? That maybe he has some sort of history about lashing out violently when he perceives he is pushed too far out of his "comfort zone". As a person with mental illness myself I know that not all people who suffer from mental disorders are violent but the sad fact of the matter is the world is a violent place. I'm sorry bro but Skyping for a few hours a week does not tell you anywhere near enough info to base an opinion on someone about how they react to certain things and if that involves violence.

And guess what? Even if he agrees to your "TOS" it doesn't mean he will abide by it. Even if your smart enough to draft up a legal document stating what you expect of him and what this agreement entails it still won't mean jack **** in a court of law. When a person receives a single piece of mail they become a legal resident of the house and if things end up badly you may end up putting your family through hell to try and get him to leave. Hell it's hard as heck to get squatters to move out and they have no legal claim to be there whatsoever. You don't seem to be able to grasp the pretty big implications moving this weirdo into your house entails.
