Naruto is MEANT to be the dunce ninja of the show, but later he trains, he learns and becomes a better shinobi. If you look at the other characters of the show(who should meet you're stereotypical expectations of what a ninja is meant to be) or even gave it a chance you might know this.
And yes you can take a martial art or a way of culture and make you're own path in it. Thats Narutos ultimate goal in the series. Its also something several idols of our time have done. Brucelee decided to make his own martial art from a sum total of what he gathered from all his other martial arts teachings. Gay people who are christian basically follow their own consept despite what the bible says. Your theory, again, has holes in it.
