He is working with both Spectral Motion and WETA as he portrays the Surfer in his entirety, and he is fully interacting with the cast at all times. It is not a muscle suit per se, and believe me, practical FX can be as expensive - if not more so - than CG, and Fox have spared no expense to get the Surfer as right as they can. This is a very special and spectacular design.

The article that brought us the picture did say that Doug would be doing the voice, but Doug has not officially been given the nod on that yet - and the article is inaccurate in saying that the Surfer is motion capture like 'Gollum' in LotR, which he isn't. I don't trust any of these on-line news articles, so I'm biding my time until I get the word from Doug.
