Wow, he actually gave a sensible response to your question, Phereeio. I find myself agreeing that it does indeed make sense for SHIELD to be focusing the bulk of its manpower on the US with that reasoning.

Someone should also ask, "Why couldn't SHIELD and/or the government be this efficient when battling supervillians, therefore eliminating the very need for Superheroes in the first place?" I know Joe Q will come up with some snarky, "because we read about superheroes, not agents" stories, but it's a legit plothole. SHIELD can amass like a few dozen "cape-killer" units that can magically track down a stealthy heroine like Spider-Woman or something, and take her down. But they can't seem to find Doc Ock, hiding in Misc. Warehouse #125? They can't stop Rhino, Mr. Hyde or the Wrecking Crew from just going on bank-robbing rampages, the hero-of-the-week has to do it? They can't seem to be able to track down Vulture, the Secret Avengers had to? What am I missing here? Why can the full forces of the U.S. and the international gov'ts only be able to be efficient when fighting "criminalized heroes" instead of the outright villians that do far more damage? Why are these villians getting outright passes? The Enforcers can join a Thunderbolt task squad, but Cage gets shot full of tranqs? WTF?

Aside for that, of course, Civil War is okay.

Yeah, but it does make sense. I didn't think of the idea that SHIELD would be better equipped to handle the superhumans than any other security agency in the world on AIM. I'd forgotten about the psi unit and all the other superhumans SHIELD itself employs.

: Darthpere, SHIELD is an international organization that's based in the US and that's headed up and largely staffed by Americans. As such, it seemed the logical choice to administer the enforcement of the Registration Act.
Well the CIA is located in America as is the United Nations. Both largely staffed by Americans. However due to the nature of both agencies, one being used as intelligence gathering (like SHIELD) and one the UN (kinda self explanatory) neither would enforce such an act.
And they're also the only organization with US-ties that possesses the manpower and the technical equipment to bring down renegade heroes.
Okay fair point. But is that not why your dividing the heroes in the first place. I mean we've seen that the battlion of cape killers have been ineffective in capturing pretty much anyone important at this point. Rather Iron Man and others have been much more instrumental in bringing the regenegades to Justice.
So think of it as the reverse of a joint US-UN peace-keeping
UN has no army and therefore has no ability to enforce any such thing.
force being brought into a foreign country like Afghanistan to help establish the peace.

Additionally, SHIELD can be called upon to intervene on behalf of other world governments which might sponsor superhuman-control legislation along the lines of the American Superhuman Registration Act.
I suppose but SHIELD has tended in comic history to be above national conflicts. How come we have never seen this before.

Comicbook writers, like most members of the media, are incredibly liberal. You will notice over history that whenever a Republican is in the White House, they make the government out to be evil. Civil War would never have happened if Herman Munster was elected last time instead of Bush. The initial plans for Ultimate X-Men were for them to be a paramilitary presidential task force. Then Bush got elected.

Now do you understand me, after I explained myself thoroughly?

Like the government wouldn't have been written off as evil if they went that route with Ultimate X-Men.

Comic books are no longer used as war propaganda. No one wants to write about a friendly government because there's no drama in the CIA not having any hidden agendas or taking advantage of the American public.

Sometimes I think comic books are closer to the truth than the media is.
 
I think it's safe to say most of them are. That said, Millar and Ennis and those types are an extreme but vocal minority.
