Well the CIA is located in America as is the United Nations. Both largely staffed by Americans. However due to the nature of both agencies, one being used as intelligence gathering (like SHIELD) and one the UN (kinda self explanatory) neither would enforce such an act.

However the lead organization on this should have been the FBI.

Before freaking out, you should try to read between the lines.

Comicbook writers, like most members of the media, are incredibly liberal. You will notice over history that whenever a Republican is in the White House, they make the government out to be evil. Civil War would never have happened if Herman Munster was elected last time instead of Bush. The initial plans for Ultimate X-Men were for them to be a paramilitary presidential task force. Then Bush got elected.
