I'm more willing to say it's Beak or someone original. I don't see why Angel would be changed into a full bird. Well, then, I suppose he's technically birdlike. This could be Apocalypse's way of giving back to the environment.

Beak was one of the worst characters to come out of Morrison's run

That character definetly looks like it could be Ultimate Beak. Or it could always be Ultimate Bird Brain....lol
