Three reason terrorist would want to target Norway -

Norwegian newspaper republished the prophet Muhammad cartoons from Denmark which some muslims went nuts over a few years back.

Norway has been doing alot of bombing strikes in Libya to oust Gaddafi recently. One of the bombings killed some of Gaddafi's family.

Norway's participation in the war in Afghanistan.

Everything I've read so far suggests that the attackers were Norwegians themselves, and for that matter not Jihadists.

They don't have to be Middle Eastern to be a Jihadist although the early reports are saying it's some other more "local" extremist idealogy behind this. I've seen he's actually a far-right extremist and presumably not a Jihadist so he's just taking pages from their playbook. And he hates Muslims, so his solution? Act like an extremist form of a Muslim and kill innocents by the dozen. Logic does not enter into this.
