On the matter of Inhumans. . . well, okay, there's no such think as an absolutely unworkable story premise. However, I'm comfortable saying that the Inhumans would be a *harder* story to make work as a functional, appealing movie, than basically everything Marvel Studios has done or plans to do. The core problem is that. . . essentially? Attilan is a xenophobic monarchy based on eugenics and slavery, and the heroes are all the ruling royalty who run the place. Yes, a major point is that Black Bolt is a genuine dyed in the wool saint who is using his crown to reform the society into something not-awful. He still has his power, because of said caste system and eugenic breeding program. And its not always the case that even all the other inhuman "heroes" share his same horror at their own society.
Can you make this the centerpiece of a movie? Sure, theoretically. Theoretically, you could tell the tale of Fuhrer Adolf XXIII of the Eternal Reich, who is a prodigious saint who realized that Nazi Oppression Is Wrong, and is using his Aryan Genetic Superpowers to beat humanity back into his society. *Should* you spend the effort on telling this story, rather than almost any other story? Kind of doubtful.
