No. The Flying Dutchman's crew returned back to their normal appearances after Will killed Davy Jones but they are still cursed to serve on the ship because the person who kills Davy Jones is then cursed to captain the Flying Dutchman.

Will's ten year old son was at the end of the 3rd movie. So maybe this movie takes place 20 years after At World's End.

After the end credits of AWE we see Will returning to land, for the first time, and Elizabeth is standing on shore with their ten year old son. And Will still looks entirely human. DMTNT must be set after that end credits scene, at least 11 years after AWE, because he no longer looks completely human in DMTNT. If the main character is Will's son then DMTNT is set at least 20 years after AWE.

He is barely in the trailer. He shows up at the end. The trailer shows Will, Salazar, the new girl, and Barbossa is prominent. He still has the Queen Anne's Revenge. Looks like Salazar has a bone to pick with Barbossa too.
