Teen Titans isn't offically considered Timmverse cannon. Besides, they're version of Robin looked a bit young to have used Lester voice. And despite the numerous hints, there were no secret identities in Teen Titans, Robin was Robin.

Chronos was never in Teen Titans. Also for every episode there is only a set amount of actors you can have on the show due to cost issues. Thats why alot of the main cast and the guest apperances do multiple voices. A prime example was Hereafter where theres a host of villains, yet only one actor was doing most of the male villain voices (in that case I believe it WAS Bud Cort) and why Phil LaMarr voices GL, Static AND Steel.
