I prefer the Terminator movies as action movies. Linda Hamilton's arc from waitress to kickass mother of the messiah is also well done.
That said, Robocop is a far superior social satire/prediction of things to come. The "dinosaurs" did come back. Too bad they didn't include a lot of people driving around in repurposed military vehicles to really drive it home. "Privatization" has replaced government. "I'd buy that for a dollar" is a 21st century sitcom catch phrase. Heck, it looks like a Fox sitcom. Also, Peter Weller is a better actor and turned in a better performance than anyone in the Terminator movies.
