Cillian was good, very enjoyable in BB, certainly my second favorite aspect about the film besides Batman himself.

The character was just underused.

It is hard to imagine Goldblum as the Scarecrow. Although there is a bit of potential in that role for him if Burton had chosen to cast him as the Scarecrow back in the 90s. Schumacher only would have made a complete mess.
