Yeah, he definitely was talking to Harry. He needs help to stop "it". That "it" is Venom, and this leads into the Battle Royale, where Harry comes to aid Spidey in defeating Venom and Sandman.

So does that mean we'll get TWO spidey vs venom battles?

One where spidey realizes he's outmatched, and then second where he has Harry's help?

^Nope one Spidey vs Venom battle,but it will be big.Since MJ is in a black web with all the reporters getting footage of it,I'm sure Peter sees it from t.v. and before going to the construction site,he makes a stop at Harry's asking him for help.

From what it looks like, its an overhead shot. Harry is getting ready to thrust down his sword on a swinging Peter Parker below him.

I'm assuming that there is some sort of "bridge" in between two bulidings and that harry jumps off of his so called "glider" and then jumps back on it while also trying to stab Peter.

harry wouldntbe able to fly the glider or go after peter without the serum gas.

I'm pretty sure that he took a good dose of Goblin Gas before going out to mash-potatoe Pete, but no amount of Goblin Gas can turn Harry into Mr Bojangles.

Mr Bojangles cam jump so high and then he lightly touch down. And you see, son, he sometimes drinks a bit!t:
