Indeed. Most Demon Lord Villain Schemes would center on unleashing evil upon the world. Neron's plan? He doesn't actually need the world to be overrun with fear and chaos, he just needs one good burst of merely ordinary levels of fearfulness and fad-following. A week later, people can come to there senses about the actual scale of this 'magical threat', get distracted by the latest superhuman activity, become convinced that "Palmer" was just another tech industry con-man, whatever. Neron still wins if a few hundred thousand people downloaded and installed his app.
