This is an interesting match, both of them are excellent villains I'm fond of.
I liked Ock since my childhood, and my attachment to Cold and the rogues is pretty recent.

I think I will give it to Cold, because I don't feel like erasing the protagonist he constantly fights (and all related supporting characters and antagonists) from every continuity he's/they're in.
