He's clearly put on muscle, but I don't think they're kidding anyone - there's a muscle suit helping there also. Triceps bulging in his suit pic are not visible at all in his bare arm.

All DC heroes have muscle suits, even Raimi's Spider-Man and Mark Webb's Spider-Man had muscle suit.

Hell, Vision in Avengers has a muscle suit. They should have made the muscle suit less bulky.

Well as per their classic origin they at first do not know they are twins; brother and sister. They are both orphans.

Mary seems to be just a friend from Billy's foster home, and not his sister, let alone twin sister.

So is he going to be crushing on her in this movie? Doesn't it seem like it's set up that way?

I don't think anyone's suggesting there's no padding. I think Levi is just making the point that he got pretty big.

If Henry Cavill/Superman is gonna be in this it only makes sense for Dwayne "The Rock" Johnson to show up in this film either in mid credits or in post credits at least
