Basically, Planet Hulk is like the Japanese Frank Miller Wolverine series. It's great because it takes the character out of his usual setting, places him in a completely different environment with completely new characters who have no history with him and uses it to examine the character's true nature when put in a unique situation. But even Fox knee that you don't start with the Japanese story, you'd start with something traditional like Weapon X/Sabretooth to establish the character in the first place.
Ideally, Planet Hulk would be the last film in a trilogy, with two Earth-based, Leader-centric films told first to establish what Hulk's "normal" setting is. You can't tell a fish out of water story without showing us the sea first.
